Fouad ElBayly is the imam of the Islamic Center of Johnstown, Pennsylvania. He gained national attention in 2007, when he said that Ayaan Hirsi Ali deserved the death penalty for criticizing Islam. Apparently, ElBayly is just the sort of person the Department of Justice wants teaching Islam to inmates. Nothing to worry about here.

Daily Caller—An Egyptian-born imam who in 2007 said that Somali-born activist Ayaan Hirsi Ali should receive the death penalty for her criticism of Islam is now a Department of Justice contractor hired to teach classes to Muslims who are in federal prison.
According to federal spending records, Fouad ElBayly, the imam at Islamic Center of Johnstown in Pennsylvania, was contracted by the DOJ’s Bureau of Prisons beginning last year to teach the classes to Muslim inmates at Cumberland Federal Correctional Institution in Cumberland, Md.
The records show that ElBayly has two contracts worth $12,900 to teach the classes and to provide the inmates “leadership and guidance.” One of the contracts is dated Feb. 20, 2014, and the other is dated Dec. 8, 2014.
It was April 2007 when ElBayly, the imam at the Islamic Center of Johnston, protested Ali’s scheduled appearance at the University of Pittsburgh-Johnstown.
Ali, a former Dutch parliamentarian who fled Somalia with her family at a young age, has been vocal in her critique of Islam, claiming that women suffer greatly under the religion.
Those comments have angered many, including ElBayly, who called Ali’s statements “poisonous.”
“If you come into the faith, you must abide by the laws, and when you decide to defame it deliberately, the sentence is death,” the imam told a local newspaper ahead of her university visit.

ElBayly, along with Mahmood Qazi, the Islamic Center of Johnstown’s founder and past president, pressed university officials to block Ali from speaking.
“I don’t want her to poison anyone’s mind,” Qazi said. “She doesn’t believe in God. How can she talk about God?”
The men were unsuccessful, and ElBayly was heavily criticized for his comments, which gained national attention at the time. He apologized in a letter to the newspaper and seemingly resigned his post.
But that resignation was temporary, it turns out.
The federal Bureau of Prisons requires religious services contractors to provide credentials and other background information in their applications. Islam is making strides in the prisons. We really don't need the government to contract someone to do this. Government waste aside, that's not what I really wish to address.
We need to reach out to prison inmates with the love and redemption of Jesus Christ. They need to see the difference. The message of Muhammad may appeal to the unregenerate mind, but Jesus came to testify to the Truth. We need to support our prison ministries. I don't see any government contract to teach inmates about Christianity materializing anytime soon.
Is there anything we can do to save our country? I've prayed, but haven't received an answer I'm aware of. Our country has corporately, publicly kicked God out and is submitting to another god--who, contrary to the beliefs of mainstream media, is not peaceful.
Alternatively, this could be the greatest reverse psychology tactic of all time. Hire someone representing the true face of Islam to educate people about what Islam really is, and then we can finally put our collective boot in this religion's butt like it so rightfully deserves.
Well at least the inmates will be taught authentic real Islam.
I find this totally appalling - a waste of our tax dollars to have this barbarian preaching yet more murder to more murderers. Makes me sick. Ms. Ayaan Hirsi Ali is a brave, intelligent and resourceful woman, whom I admire. I've read her books also. I've read the koran also - the murder book of islam full of hate speech for everyone non-muslim. We should deport this imam right back to the backwards country he came from.

You know what guys, I completely agree. Now if only the government has some filming or recording device to record the "teaching" of true Islam in prisons by this imam. Perhaps Obama would like to attend a class too.
Interesting to note that leaving Islam is fine as long as you 1) don't talk against it and 2) don't convert to another religion, being secular or an atheist is fine. There are many, many atheists in Pakistan and other Islamic countries, which are people who basically stopped practicing or believing.
With each new story, the Jihadist nature of Obama becomes even clearer. While sometimes actions can give a wrong picture, more often, they clearly show the real heart and mind of the person involved.
Now we have the Obama administration hiring a Muslim who advocated murder being paid to help create new Jihadists in prison. Can Obama's service to Allah and adherence to the teachings of Mohammad be more clear?
Just as with his complicity in cheerleading for the disastrous "Arab Spring", and his being instrumental in the rise of ISIS by removing the U.S. presence in Iraq, now Obama and his cohorts are being instrumental in widening the reach of Islam in prisons.
The administration is ensuring that the doctrines of Satan (hatred of women and children, pedophilia, the requirement of "holy warfare" for every Muslim in the furtherance of Islam, etc.) will be taught to some of the most violent and corrupt among us.
Don't be deceived, there is no peaceful version of Islam (Islam is Jihad), and Obama is a committed follower of Islam.

Mahsheed, I found your comment about those who leave Islam very interesting. You noted that those who leave Islam and do not convert to another religion or become atheists are not condemned as long as they do not speak against Islam. This is illuminating because if one imagines Islam to be Satanic, well, it would be perfectly OK with Satan if people don't convert to Christianity, become atheists, or don't speak against Islam. Satan only wants to kill and destroy (and keep God's creation from knowing the truth!)
Satan knows his end, he wants to bring as many with him as possible, he doesn't care if he is worshipped as long as people are not worshipping the true God.
Bibliophile, yes absolutely true, I speak from personal experience. I mean among Muslims everyone has atheists\communists\secularists in their family (even in past generations) it's not hidden at all, and it's tolerated. Only becomes in issue when there's a conversion or the person speaks out against Islam.
Also found this same dynamic among Jewish people. They can have any belief or disbelief you name it, as long as it's not Christian it's all good. Anything but Christian.
